My primary audience is the manager of the store (Einstein’s Bagels) and the secondary audience would be the assistant manager to get advice on what they should do to the employee. If they read the letter in the morning when Einstein’s is flooded with customers they would probably just put it aside until a less busy time because then they could figure out what action they wanted to take. In the morning there is obviously a lot of distractions because it is very crowded, the manager probably has to help the employees on the floor until it dies down.
